Ending Extremism: A Guide to Peaceful Communities
A major challenge for the Pakistani state is the trend of extremism or radicalism. This trend has promoted extremist thinking and thinking instead of dialogue or dialogue with the society. In these circumstances, no single state, government or any single individual or institution can combat these problems. Certainly, this work cannot proceed on the basis of any result, based on mutual trust and common strategy between the state, government and other segments and institutions of society. The new generation is criticized for having gone too far in extremist or radical tendencies, and the digital world in particular is its major weapon from which extremist narratives are given power.
The Punjab government has adopted a serious strategy on this issue and to combat extremism or radicalization in the new generation, to effectively involve young boys and girls, including women, in this process and to focus on reforms at the level of madrassas, the Home Department has established a regular institution at the Punjab level under the leadership of Secretary Home Ahmed Javed Qazi, who will not only bring all parties together in these important serious and sensitive matters and formulate an effective strategy, but will also focus on a comprehensive, transparent implementation system for this strategy. Secretary Home Punjab Ahmed Javed Qazi is a senior bureaucrat and has the ability to work in a dynamic and proactive position and also has an understanding of these important matters and the problems related to them. Similarly, Dr. Ahmed Khawar Shahzad, who is also running this project on a practical basis in the same institution, also has a better understanding of all these matters.
A two-day workshop was organized by the Punjab Home Department in Lahore to develop a comprehensive plan and policy to prevent extremism or radicalization, which was organized by the Punjab Center of Excellence and Countering Extremism (COE&CVE). The opening and closing sessions of this workshop were addressed by Speaker Punjab Assembly Malik Ahmed Khan and Health Minister Khawaja Salman Rafiq. Similarly, former Khyber Pakhtunkhwa Information Minister Barrister Dr. Muhammad Ali Saif, legal expert Syed Hussain Haider, Fazlur Rehman Special Secretary Home, Secretary Interior Ahmed Javed Qazi, Syed Haider Ali Gilani, Sohail Riaz, Shahzada Sultan Additional IG Police, Musrat Qadim, Mansoor Azam Qazi from Media, who is also the advisor of this project on behalf of the KP government, Additional DIG Kamran Adil, Samia Raheel Qazi, Dr. Iram Khalid, Dr. Tehmina Aslam Ranjha, Dr. Nimra Ishaq, DG Punjab Muhammad Shahid Iqbal who The Department of Home Affairs held important discussions in various sessions and raised important points based on the topic, and a comprehensive strategy for the future was also formulated in this workshop. Similarly, we cannot combat extremism by formulating effective strategies on the shortcomings in the governance system and which are directly related to the young generation. We expect tolerant behavior from the new generation, but we are not ready to pay attention to solving their problems. This century is the century of questions and we have to listen to the emotional and bitter questions of the new generation with a cool temper and we also have to develop the courage to listen to them within ourselves.
It is not possible to solve problems based on mere accusations and this will further give rise to extremist tendencies. The good thing is that we should not seek solutions to these problems merely on the level of the language of power, but we should also find political and social solutions to them. Because extremism and radicalism are no longer just a religious problem, but now we are seeing that the growing political division and politics of deprivation in society have also created a politics of harsh reaction in the new generation. It must be understood that in order to instill the thinking and thinking of tolerance and tolerance in the new generation, we have to go beyond traditional methods. Similarly, although mere legislation or policy-making is important, unless we pay attention to the intellectual training of the people and solve the problems of the people on modern grounds, mere legislation will not be able to do anything. Instead of considering the new generation as an enemy, we have to unite them with us and the strategy of moving forward by accepting their thinking and thinking will be effective. Because here, governments pay most of their attention to legislation and policy.
But in practice, their political commitment seems weak in providing financial resources. When the state, government, institutions and society as a whole invest a large amount of political, social, administrative, financial and legal resources on such sensitive issues and hold all institutions accountable in their governance system, a solution can also be found in communication. But there is no shortcut in finding this solution and we will have to focus on long-term, mid-term and short-term planning on a regular basis and, especially in the elimination of extremism and radicalization, the policymakers of the federal, provincial and local governments will have to prioritize improving the governance system and effective and transparent monitoring and mutual communication in them. A strategy adopted on the basis of mere accusations and political division will not be able to benefit us. Therefore, we need to collectively think more deeply to deal with this problem.
